摘要：

Carbon tax and carbon trading, as two kinds of developing models of low carbon emission, are disputable. On the basis of elaborating both essence, this paper compared the states and problems for carbon tax and carbon trading system in different countries, which is becoming more and more stable and mature currently. Both methods are not separate and the joint application of them can allocate social resource more effectively so that energy conservation and emission reduction can be arrived.
