摘要：
The primary Blue economy concept has evolved from the beginning on as the revolutionary "movement" with the aim to influence actively the economic reality. According to our views, Blue economy has to be considered as a part of the complex change. Where is still not easy to designate, what is still a part of the Green economy theory (which was in fact the predecessor) and where the Blue economy is already starting. In the article the author has tried to re-define this issue.
