Emergent communication networks for uncertain information at the beginning of a disaster

摘要
Cooperation among local governments is practically important for gathering consistent emergent information in a disaster, such as earthquake. We study the robust and efficient structure of networks for information gathering in three types of cooperation models, considering the spatial arrangement and the characteristics of local locations. From simulation results, we show that it is important to make random geographically heterogeneous connections between local governments.
