Strategic Choices on Capacity Building of Human Resources in Science and Technology

Human resources in science and technology are strategic resources and core elements for enhancing the country's competitiveness. This paper presents the role and key elements on capacity building of human resources in science and technology. On the basis of this, the paper discusses the main measures on capacity building of human resources in science and technology, namely, jointing various forces to build capacity of human resources in science and technology; the establishment of effective mechanism for adaptation between education cultivation and personnel demand structure; improving the distribution and motivation mechanism and implementing commission and encouragement policy on scientific and technological achievements; strengthening universities' practical education and innovation education during cultivating scientific and technological personnel; "sending out and bringing in", promoting learning capacity building.
