Welfare State as Starting Point: the Place of Welfare State in the History of the World

The article is devoted to phenomenon of Welfare State as an attempt to reach social ideal. We regard Welfare State model as a correlation of reality and a dream. The experience of welfare democracy plays an important role in a number of ideas (from the ancient myths, utopias of the Renaissance, projects of utopian socialists) and real attempts to implement social ideal (anarchist communes, camps of socialist countries and so on). What is the value of this experience, what has the humanity gained and what has it lost from these social experiments?
