One of the most effective forms of distribution of Oxy was through "pill mills?' Doctors would set up offices, often in the form of stand-alone pain management clinics. They would see patients for a minute or two, prescribe a month's worth of high doses of painkillers and other popular drugs, and collect a fee in cash. The most successful pill mills dispensed the drugs through their own pharmacies, making a profit on both the prescriptions and the drugs...
