The key criteria for decision to initiate the project of development, construction and operation of the generation plant which uses a renewable energy source to produce electricity or thermal energy are acceptable conditions and risks associated with development, and efficient coverage of the full cost of examination, development, design, construction, operation and maintenance of that facility, through its lifetime. An essential part of those conditions and cost consists of the conditions and cost of access, connection and usage of energy transport and/or distribution networks and systems. Favourable conditions for development of renewable energy source projects undoubledly are the favourable financing conditions, the favourable condition and reduced charges of connecting to the respective energy networks and system, as well as adequacy, stability and incentives of the,tariff rates for useful energy generated in renewable energy source generation plants. The article presents one specific survey and elaboration of favourable conditions fir development, construction and operation of the generation plant which uses renewable energy sources, with a focus on the, segment of the transparent settlement procedure to define the favourable access conditions and connection charges to the respective energy transport and distribution networks and systems. This segment is of importance as it is one of the key criteria of the energy policy and strategy orientation, as well as an important measure and demonstration of the general economy, and social interest, which is, in entirety, regulated by a corresponding secondary regulation.
