Research on Steering Governance of Governments

During the Third Plenary Session of the 18th Central Committee of the Communist Party of China, the modernization of the national governance system and government abilities were firstly proposed. Based on the introduction the "steering theory" and combined with the political system, special national conditions and social development of China, this paper pointed out that "steering" is still necessary for government governance with Chinese characteristics. Moreover, in accordance with the "Decision of the Central Committee of the Communist Party of China' on Some Major Issues Concerning Comprehensively Deepening the Reform" adopted at the Third Plenary Session.of the 18th Central Committee of the CPC, this paper discussed how to steer.
