摘要
The paper presents a new equation for the force between moving charges. This is the second equation we have developed that satisfies both the Gaussian criteria: that the force must be a function of relative velocity and must include the fact that light is transmitted at a finite velocity. Since a recent paper has proved that the universal time postulate must replace Einstein's postulate on the velocity of light, this simpler postulate is employed. The new equation uses a simple modification of the Neumann definition of the electromagnetic field in terms of a scalar and a vector potential.
