摘要
This paper considers that the systematic design under the mode of decentralization of authority is established on the basis of highly valuing civil rights and protecting it. There is not enough protection of the civil rights of Chinese citizens, which is the major cause for the high incidence rate of corruption. Therefore, in the anti-corruption work of the government, it should be avoided to have the one-way thinking, which only concentrates on limiting power. Instead, the foothold should be placed on safeguarding and protecting civil rights so that the systematic footstone on suppressing corruption can be formed through perfecting legal construction of checks and balances and rights protection, strengthening the construction of civil groups and establishing a rational civil society.
