摘要：

College English Course Teaching Requirements published by National Ministry of Education in the year 2007 marked a new stage at which China promoted college English teaching reform, among which establishing new college English teaching mode under network environment is a worthwhile field to explore. The paper analyzes the theoretical foundations for constructing college English web teaching platform. Based on the analysis of the functions of the platform, the paper weighs the pros and cons of its application. The sensible assessment on its position in college English teaching and leaning will contribute to the effective teaching reform.
