A framework for bringing the softer side of Information Systems Development into a quality regime

This paper looks at quality issues for dealing with the softer side of developing Information Systems (IS). For this paper the softer aspects of Information Systems Development (ISD) are defined as those concerned with problem identification, dealing with uncertainty and uncertain requirements and, aspects of innovation and creativity. Some of the main works on quality systems are examined along with definitions of quality used to describe IS and ISD. The scope of existing quality systems, such as ISO 9000's, are reviewed in Light of the whole development process. Some limitations of these quality systems have been identified, particularly with regard to the softer aspects of ISD. Existing quality systems emphasise technical quality once a set of requirements have been identified. They offer little, however, in the way of problem identification and, they may also stifle aspects of innovation and creativity. This paper suggests a framework for including these softer aspects of ISD in a quality regime, which incorporates a reflective element.
