摘要：

The reclamation development status quo of China was presented in the paper form the aspect of management system annual change and regional distribution. The effect of reclamation was given in both positive and negative aspect. Potential risks of reclamation were identified in nature society economy and management. The responsibility and level of the potential risks were analyzed in the theory of classic risk management, bathed on which, recommendation was given in order to avoid the risk
