Research on Coal Industrial Upgrading of Heilongjiang Province Depending on Sino-Russia Scientific and Technological Cooperation as a Platform

Scientific and technological cooperation is an important part of establishment and development of Sino-Russian strategic cooperative partnership relationship facing the 21st century, which has an irreplaceable role to enhance our scientific and technological strength, implement economic leap-forward development, promote the four modernizations, and comprehensively build a moderately prosperous society. This article analyzes Russia's scientific and technological strength and with the historical origins of Heilongjiang Province, points out the necessaries for coal industry of Heilongjiang Province to cooperate with Russia in science and technology, and proposes Promotion countermeasures of coal industrial upgrading of Heilongjiang Province, which has great significance.
