摘要：
The paper first analyzed two major problems existed in the power industry: energy structure and enterprise management system by reviewing the content and nature of low-carbon economy. Then it accordingly put forward four major countermeasures which include developing renewable clean energy to speed up the adjustment of energy structure, emphasizing on "environmental costs", strengthening human resources management and making more efforts in energy-saving and emission-reducing of power industry, so as to supply constructive comments on the sustainable and low-carbon development of China's power industry.
