摘要：
In the paper, the game model between aviation safety supervision office and pilots was established by using static game with complete information. The difference of equilibrium point between general condition and the condition under confidential aviation safety reporting system has been discussed. The behaviors of aviation supervision office and pilots have been analyzed. It offered the theory foundation of aviation safety management.
