Technology Planning and Forecasting Utilizing Enterprise 2.0 Constructs: A Strategic Planning Framework for Knowledge Management in Todays Transformational Work Environment

A major role of the CIO function is to research, evaluate and integrate new and innovative technologies to provide business with the Information and Communications Technology (ICT) necessary to meet its objectives and provide value to its customers. In this paper we propose a framework for a methodology to promote technology and capability forecasting across a large enterprise. Our approach is guided by Enterprise 2.0 techniques and capabilities. Key characteristics of the framework include enhanced knowledge generation capabilities, leveraging of social networking tools and a repository-based process for the refinement and analysis of collected data. We present a case study to demonstrate how we are applying this framework to develop a technology roadmap used by our sponsoring Government customer to guide ICT investment across a very large DoD enterprise.
