摘要
Today in Russian cities we are witnessing the transition from an elitist to a pluralistic model of urban governance. The process of city management becomes polycentric and involves the development of social partnership. One of the most important social indicators of the social partnership effectiveness in urban governance is subjective wellbeing of residents. We surveyed 3500 respondents with using stratified sampling. To analyze we applied descriptive statistics, parametric and non-parametric tests for independent samples. The analysis showed that the development of the social partnership ideology in the city management is the most important factor of the active position and civil competence of citizens in the city development-related issues.
