摘要
Energy reduction and saving is not Only fundamental way of strategic objectives that "11th Five-Year Plan" program for the "2010 unit GDP energy consumption reduced by about 20%, the main pollutant emissions by 10%", but also inevitable choice of' the new requirements that the 17th Congress report "Building ecological civilization, forming basically the industrial structure, the mode of growth and consumption patterns in order to saving energy resources and protecting ecological environment". In allusion to this issue about people's livelihood, we analyzed the economic growth rate Of Output contributed by China's primary from the date of the 1978-2006 year, and obtained the main reasons for the hi-h level million GDP energy consumption of is all Unreasonable Structure of energy consumption and proposed some suggestions that increase energy efficiency and reduce energy consumption.
