With the construction industry data from 1985 to 2005 in China statistical yearbook, this paper evaluates the contribution of non-state-owned and state-owned economy of the construction industry, respectively. From the comparisons and options of the convergence equations, three main equations are established. From these equations, it is easily found that the state-owned economy is still in the predominate status of the construction industry; however, there is a contradiction within the inner of the state-owned economy in the China Construction Industry. Where there is a friction, there is an inter-space. It is also true for the institute of the China Construction Industry; unquestionably, there is an institutional inter-space in the public ownership. The contributions of the non-state economy are all the positive value, especially the contribution of invest enterprise of Hong Kong, Macao and Taiwan is in the dominance status, more than the double of the contribution of the foreign invest enterprise. With the China's access to the WTO, the share of foreign invest enterprise., should contribute a lot more than before, while it account for an unexpected little share, so there may be a long way for China Construction Industry to attract the investment of Foreign Funded. The total product of China Construction Industry have maintained a continuously fast growth tendency, from this perspective, it is true that overall the construction industry have taken an effective institution reform.
