摘要：
As a new developing model under the circumstances of global climate change and energy crisis. Low-carbon economy is a basic requirement and inevitable trend toward the harmony between human and nature. Commencing the connotation of low-carbon economy and according to the constructing principle of index system, the paper constructs a three-layer, multiple-index evaluating system of low-carbon economy to make a Fuzzy Comprehensive Evaluation (FCE) on low-carbon economy development by means of Analytic Hierarchy Process (AHP), which aims to promote the development level of low-carbon economy.
