Small Business: Problems and their Solutions in The Regions of the Russian Federation

Small and medium-sized enterprises have a significant impact on the effective development of the economy on a global scale. The problems of small business development, state support in their solution are relevant in the present time. The article examines legislative and regulatory acts in terms of formation, development and state support of small and medium-sized enterprises of Russia and Chelyabinsk region, data of Rosstat and the Ministry of economic development of the Russian Federation, Decrees of the President of the Russian Federation, conference materials, data of the official website of the Government of Chelyabinsk region, the Tax code of the Russian Federation, data of the Unified register of small and medium-sized enterprises of the Federal tax service of the Russian Federation, scientific literature of Russian and foreign authors, articles on the development of small and medium-sized businesses. The main methods of research used in the work are: theoretical analysis of scientific literature, comparative, logical and statistical analysis, the method of financial analysis of indicators of economic activity of small and medium-sized enterprises of Russia and the Chelyabinsk region, the analysis of the development of small and medium-sized businesses in single-industry towns. The main directions of support for small and medium-sized businesses in Russia are identified, the problems hindering its development at the regional level are identified. An important object of the study is the instability of the small and medium-sized business sector and its contribution to the country's economy. The development of small business in the region, municipal formations and single-industry towns is considered. There is a negative dynamics of small business development in single-industry towns. The article gives an idea of the current state of the small and medium-sized business sector in the world and in Russia. The scientific novelty of the study is to identify the main problems and determine ways to solve them at the level of the region and municipalities. Thus, the study allowed us to offer solutions to problems in specific business conditions. The practical significance of the research results lies in the possibility of using the target mode of small business development and in the development of the state policy of the region in the field of development of small and medium-sized businesses.
