Development of a legal and organizational basis for physical protection of nuclear material and nuclear facilities in Lithuania

The main objective of the physical protection system in Lithuania is to protect the Ignalina nuclear power plant against sabotage and blackmail and to avoid theft of fresh fuel. The creation of the physical protection system began with an evaluation of probable threats. The main responsibilities of the operator of a nuclear power plant and various State institutions are defined in the Law on Nuclear Energy. Detailed requirements and procedures for the system of physical protection are defined in other documents passed or approved by the Government, or the State Nuclear Power Safety Inspectorate, or created by the operator.
