The purpose of this article is to describe the EQUAL Community Initiative from a territorial perspective and to interpret its regional implementation with respect to specific socioeconomic parameters. Following an initial synopsis on theoretical aspects regarding social exclusion in the employment market work, there is a description of the general aspects of this initiative and the characteristics of its introduction into Spain. The main body of the article is devoted to an analysis of the territorial distribution of the programs according to regional typology, Autonomous Community, actions, trans-nationality, central issues and thematic areas. The conclusions discuss the validity of regional ranking against local in order to interpret the choice and assessment of projects.
