Reflection on Water Pollution Incidents during 1997-2006 in Fujian Province, China

China is in a high period of environment pollution incidents, especial water pollution. It is in an urgent need to reflect on the water pollution incidents, which could do some favor to the foundation of emergency plan. On the basic of the official statistic and private details' collection of water pollution incidents happened in Fujian Province, China, during 1997-2006, we gather some characteristics of water incident on tendency, pollution source, pollutant and cause, especially in terms of the most serious cases. It shows that water pollution incident is the most frequent accident, and it contributes most to the loss, consistent with the nationwide situation. Among the ten years, year 2001 was a turning point of incident frequency, and the decrease may mostly owe to the powerful management after 2000; but 2006 was characteristics as "low frequency while high damage", implying that we really have been in a "high period of serious incidents". According to the new situation, we call for some new countermeasures like emergency respond, public participation mechanisms and environmental information disclosure as well, as environmental pollution liability insurance. (1)powerful management: "control in headstream" is active and valid; (2) environmental emergencies: "treatment in bottom" is passive but necessary, which can minimize damage; (3) public participation mechanisms and information open institutionalism: base of the power management and fast respond; (4)environmental risk insurance mechanisms: an effective risk manage instrument.
