Research on the Township Land Use Planning Based on the Anti-planning Theory-A Case of Pangu Town of Biyang County in Henan Province

With the purpose of optimizing the overall land use spatial layout, reasonably arranging the use of ecological land, basic farmland and construction land to be exact, this paper analyzes Pangu town's land use planning and spatial layout on the basis of introducing the "anti-planning" theory and the scientific frame of land use special arrangement, with the assistance of the GIS technology. The result illustrates that using the "anti-planning" theory to establish ecological infrastructure enables the construction and exploitation of land to be controlled in an ecologically safe range and eases the contradiction between social and economic development and natural ecology protection, which provides inspiration for the new round overall land use planning and is an effective method of boosting sustainable land use as well.
