摘要:
The paper is devoted to the problem of the involvement of African Diasporas in the global information and communication processes. On the one hand, based on international and regional documents such as NEPAD, one can conclude that the problem of overcoming the digital divide is defined as one of the key factors in the achievement of sustainable social and economic growth in Africa. But on the other hand, monitoring that has been undertaken by experts of the International Telecommunication Union shows that in the current list of economies all African countries are ranked near the bottom by the level of the development of information and communication technologies. This fact leads us to conclude that the preservation of cultural and national identity of African States in the age of information globalization strictly depends on the level of involvement of African Diasporas in the creation of the content of global information and communication space. Only in the case that this level of involvement is high would it become possible to speak about the creation of a self-reliant African model of the information society. Otherwise, African cultural and national identity will dissolve in the information flow coming from Western civilization.
