Structural impediments to the efficient use of older workers in the United States

Structural impediments in the U.S. that will pl event the efficient use of the older worker, and prevent the Federal Government from successfully requiring workers to stay employed to age 70, are presented. The impediments discussed, and options for addressing them, include demographics, past policy initiatives, worker protection laws developed for different circumstances, lost opportunities because of failures to act, and fragmentation of the research base on aging and work.
