摘要：

The article analyzes new LINDB within the context of movements for administrative law reform. Normative texts were examined, and a literature review was carried out with a focus on publications from the Brazilian Journal of Political Studies (Revista Brasileira de Estudos Politicos - RBEP), which help to comprehend the changes in the field and the LINDB as one of the milestones of this process. This paper is divided into two sections. The first one presents the movements related to the expansion of public control, the legal formatting of regulation, and administrative proceduralism. The second section exposes new LINDB as a result of these movements, based on two main examples: at the one hand, the re-discussion of public control and regulation's practices, through the edition of rules applicable to the sanctioning public activity and rules that contain a more realistic view of the Law; on the other hand, the increase of administrative proceduralism.
