TRANSPARENCY IN ORGANIZATIONS: DYNAMIC MODEL FOR EMPIRICAL RESEARCH

摘要
This essay presents a dynamic model proposal for empirical research on transparency in organizations. It is based on the hypothesis that situations of conflict and with finite time for decision making are more revealing of transparency than situations of organizational normality, and because of this, the model can complement models that use static and generalizing parameters and indicators. Based on data on the behavior of organizations during the construction of dams in Brazil, it proposes that the direct observation of the elements that make up the organization's strategy, its strategy of transparency and the variation of its forms of transparency around certain themes, collated with the effective demands of transparency of the other actors interested in the decision, can respond in a more robust way how much and in what situations an organization is transparent.
