Motoring Towards Net Zero - Old Problems and New Challenges

The UK government aims for net zero greenhouse gases emissions by 2050. This article explores the implications of this for road transport. The prob lems of chang ing the fu el ling in fra struc ture are ex plored, along with the im pacts of the con se quent loss of car bon-based fuel tax re ceipts. The effects of this on public finances means dealing with the prospective shrinkage of road transport tax receipts is urgent. The form and prac ti cal ity of an al ter na tive Pay As You Go re gime are ex plored, and it is con cluded that this would pro vide a fairer and more ef fi cient way of pay ing for road use, and more se cure and sus tain able fi nanc ing for road authorities.
