BUDGET BALANCE, BUDGET REVENUES, EXPENDITURES, AND DEFICITS: A COMPREHENSIVE ECONOMIC AND LEGAL CHARACTERISTIC

The paper provides a comprehensive characteristic of particular categories of budget law: balance, revenues, and expenditures, as well as budget deficits. In addition to formulating the definitions of these categories, the authors consider the approaches established in Russian and foreign science and practice to the assessment of a balanced budget, disclose the system of revenues and expenditures stipulated by the current Russian legislation, and set the grounds for the classification of budget deficit. The need for the analysis of budgetary and legal definitions for conducting research in the field of public law (state-legal) sciences is substantiated.
