Urbanization, politics of scale and city intervention: preamble and design of a neoliberal urbanism "a la tica"

The neoliberal urbanism designed for San Jose is interpreted as an expression of a politics of scale that had as its preamble a historical-geographical process of widespread urbanization that led to a devaluation and emptying of the city, representing the precondition for its subsequent intervention. In this article this process is reconstructed and interpreted as a path that allowed the design of a neoliberal urbanism with local expressions. For this, a document investigation of specialized bibliography, reports and public policy issued in this context was developed. It concludes that the development of this new urbanism is enhanced by the emergence of the local scale in urban management in Costa Rica. In addition, the formulation of an urban entrepreneurship that seeks to create an auspicious environment to attract investment is demonstrated.
