摘要：

治理理论在国际学术界兴起,在国内也产生了广泛的影响。我国的标准化界和学术界也都普遍认为,标准在现代治理理论和实践中占有非常重要的位置。本文结合治理和标准的概念,通过标准的产生过程和标准的实施传播过程梳理标准治理的基本逻辑。作者从标准化治理的视角出发,对国内外的标准化研究进行调研和梳理,对标准的产生及其发挥作用的过程进行剖析,重点分析标准在标准化组织中的产生过程,企业内部实施标准的决策过程,标准在产业中的传播过程,以及标准中必要专利(SEP)对标准治理过程的影响,通过作者的论证和逻辑判断,归纳提炼出标准治理的基本逻辑脉络。
