协作性公共管理:国外公共行政理论的新发展

摘要：

社会变迁和政府面临问题的日益复杂性对政府的治理模式提出了新的挑战。针对新公共管理运动造成的国家碎片化和跨边界复杂问题的解决,新世纪以来,国外公共行政学者提出了协作性公共管理理论。本文对国外协作性公共管理理论的研究进行了述评,指出了协作性公共管理理论的缘起、概念、表现形式、模式、过程和应用领域,并对协作性公共管理的有效性进行了分析和展望。
