摘要：

The global financial crisis has taken a toll on China’s economy and employment.Due to shrinking exports,jobs have been slashed and difficulties have arisen in export-oriented manufacturing,labor-intensive industries and small and medium-sized enterprises(SMEs)in China’s coastal regions.In this context,employment should be our policy target, and counter-shock and counter-cyclical policies should be integrated.
