基于公共部门角度的PPP模式在我国发展的推动力研究

摘要：

本文旨在基于政府公共部门角度探寻推动和促进PPP模式发展的关键因素。通过对识别出的15个推动因素的问卷调查,确定出推动因素的相对重要性,运用多元统计因子分析方法,归纳出5个基于公共部门角度的我国PPP模式的关键推动力。正确理解关键推动力有助于提高政府和私营方在项目中的决策能力,并促使双方收益于长期的合同安排,从而为项目的成功奠定基础。
