照护政策视角下家庭老年照料的经济价值

摘要：

基于中国健康与养老追踪调查(CHARLS) 2011年数据,采用福祉评估法测算家庭老年照料的经济价值。研究发现:依照样本均值1小时家庭老年照料的经济价值为10.3元;由于照料时间差异,每月对照料者的经济补偿在581元到2611元之间。受限于区域养老服务水平发展差距,家庭照料有酬化,是渐进式解决老年长期照护问题的一个尝试。政府应优先鼓励和支持家庭照料活动,弥补高强度家庭照料带来的福利损失,同时促进照护服务市场均衡发展,将优质、可及的长期照护服务落到实处。
