国外政策转移研究:进路和未来展望

摘要：

自1996年"政策转移"这个学术概念诞生以来,政策转移研究已历经30多年的发展。基于对Web of Science代表性文献的分析,我们发现政策转移研究经历了一个从被视为因变量到被视为自变量的视野拓展过程,存在行动者、过程、多层级三种主要的研究途径,并面临着一阵建构主义色彩浓重的"政策组合、流动、变异"思潮的冲击。展望未来,政策转移研究需要在以下几个方面做出努力:加强学科对话,促进知识融合;探寻核心关注和理论关怀;创新研究主题,发掘新的知识增长点;达成概念共识;将定性与定量研究方法相结合。
