摘要：

随着教育事业的发展和教育改革的不断深入,亟待解决的教育现实问题日益呈现复杂化、综合化特征;另一方面,随着公共政策研究的成熟与教育政策研究的兴起,教育政策与教育改革的关系日益密切和复杂。为此,需要加强教育政策研究,优化教育政策的决策机制与科学化、民主化进程,提高教育政策实施的成效,从而促进教育改革的理性化与科学化,破解重大、复杂的教育实践问题,促进教育事业的健康、持续发展。
