基于随机合作博弈模型的PPP项目风险分担

摘要
风险分担是PPP项目融资模式需要解决的核心问题之一,不合理的风险分担不仅增加投资成本,甚至将造成项目融资的失败。基于随机合作博弈理论,构建了政府与私人集团的最优合作博弈模型。该模型在考虑参与方风险偏好的基础上实现了风险在双方之间的转移。数值分析表明,该模型既可以确定双方最优风险分担的比例,又可以使经过风险转移后的项目总风险有明显下降,实现了合作效率。
