摘要：

数字经济带来的创新系统的革命性变化提示:基于传统经济模式和创新范式的政策体系是否适用于新经济模式下的创新发展。创新政策应为推动数字经济下产业创新的系统化转型提供必要的支持条件。对基于传统经济模式下的创新政策体系的观念思路、制度规则、路径方法等方面进行系统化变革。
