基于MS-VAR的“三元悖论”约束及对经济影响研究

摘要：

本文在"三元悖论"的框架下,通过构建马尔科夫区制转移-向量自回归模型(MS-VAR),研究了1998年第一季度到2015年第二季度我国汇率稳定性、货币政策独立性、资本账户开放三个政策目标的组合,并研究了政策目标组合对经济增长的影响。研究发现,在"三元悖论"的政策目标体系中,汇率稳定仍然是首要目标。2010年以后汇率制度的灵活性有所增强,三元悖论目标对经济增长开始产生显著影响,说明灵活的汇率机制是有助于各项目标传导的。现阶段资本开放对经济增长的影响是负的,因而,文章提出金融改革应该有序逐步推进,特别要注意资本账户开放的步骤和速度,在汇率弹性和利率市场化机制形成后,再实行资本账户开放更有助于宏观经济的健康发展。
