都铎王朝时期英国济贫法的演变

摘要：
贫困以及由此而导致的流离失所在都铎时期的英国显得尤为突出,都铎政府制定了一系列济贫法令以期解决贫困和流浪问题。围绕着对穷人的管制,济贫法令发生了重要转变:由惩罚为主到区别救济为主,法令渐趋合理。都铎济贫法的演变深受当时社会救济观念的影响,而后者又同宗教有着千丝万缕的关系。早期救济观念往往来自于天主教,宗教改革后,社会救济观念也随之发生变化:由天主教会的随意施舍到新教的随意惩罚,最后回归到基督教人文主义的理性济贫。
