ANSELL合作治理框架与我国区域合作的契合性分析——以长株潭公交一体化为例

合作治理是近年西方国家出现的旨在解决区域公共问题的一种新治理形式。ANSELL合作治理框架认为影响区域公共问题解决的四个因素包括起始条件、制度设计、合作过程和政府作用。长达20多年的长株潭公交一体化是我国国情下带有合作治理色彩的典型案例。第一次公交一体化历经3年后半途而废,中间停顿10年,第二次又历经10年终于成功。通过长株潭两次公交一体化失败和成功的对比研究,发现ANSELL合作治理框架与长株潭公交一体化的解决方式具有一定的契合性。同时案例研究表明,还应该把政治精英纳入合作治理影响因素的考量范围。正视政治精英对合作治理的影响及其发生机制,能为我国区域公共问题的解决提供更本土的因素考虑。
