摘要：

政策协同是指不同政策主体通过一定手段和方式,减少政策以及政策相关主体之间的重复、交叉和冲突的情况,解决和缓解政府在管理社会事务、提供公共服务过程中出现的政策碎片化问题。国内外相关研究表明,开放政府数据政策协同以整体政府理论、协同理论、治理理论为理论基础。我国开放政府数据政策协同的研究应基于政策科学方法体系,开启政策要素、政策过程、政策类别等多维视角的研究。
