政府提供与私人生产——荷兰基础教育对我国学前教育供给方式的启示

摘要：
荷兰基础教育的显著特点是,超过70%的学校是私立学校。虽然这些私立学校是由非政府机构举办的,但它们却可以和公立学校一样获得政府的"平等资助"。实践证明,荷兰这种由政府提供而由私人生产的教育供给模式是有质量和高效率的。同时,公共经济学的分析表明,设计合理的公共服务市场化依然是可行的。
