从破碎城市到重整城市:隔离社区、社会分化与城市治理转型

摘要：

以篱笆、围墙、安全设备为明确标识的隔离社区实质上代表着一种城市空间私有化的生活方式。隔离社区的形成机理可以归纳为:城市公共物品供给压力下的"隔离生成";市场趋利行为下的"隔离扩张"以及全球化推动下的"隔离蔓延"。隔离社区导致了城市空间分异,这种在居住空间的聚集和隔离也会带来一些不可预见的外部负效应,包括:城市不安全感外溢、城市公共物品消费不均衡、城市空间碎片化、城市社会分化与城市公共政策失败。隔离社区对后工业化社会的城市治理带来了新的挑战,必须实现城市治理转型,才可能避免"破碎城市"加剧,走向"重整城市"。
