英国政府购买图书馆公共服务的演进、特征及启示

摘要：

英国政府购买图书馆服务主要经历了3个发展阶段:"强制性竞标"制度、"第三条道路"政策和"大社会"计划。英国政府主要通过制定相关法律制度、专门的购买资金预算、规范的购买流程、强化监督管理等措施保障图书馆公共服务的购买。我国应借鉴英国的成功经验,结合自身实际情况,制定和完善政府购买图书馆服务的法律和政策,与非营利性组织开展合作,加快对非营利性组织的培育与扶持,建立科学合理的图书馆公共服务购买行为和监督与评价机制,以满足公众对图书馆的实际需要。
