基于“负责任创新”的欧盟科技政策转型及启示

摘要：
欧盟统一的科技政策始于20世纪80年代,长期以来在提高欧洲社会竞争力方面发挥了重要作用,目前正在实施的科技研发计划将"负责任创新"纳入政策框架,实现了科技政策由"经济驱动"向"责任架构"的转型。当前,中国正处于推进创新型国家建设的关键时期,欧盟科技政策转型及其相关实践经验,可以为我们提供一些有益的政策启示。
